CSC has been both “Designated”  and “Certified” as a seller of Qualified Anti-Terrorism Technology (QATT) by the United States Department of Homeland Security (DHS) under the Support Anti-terrorism by Fostering Effective Technologies Act (SAFETY Act) of 2002. CSC’s QATT includes physical security, access control, and crowd management, as well as quality assurance procedures comprised of vetting and training employees; periodic internal, external and Red Team assessments of CSC’s effectiveness; and an annual review process.  The SAFETY Act encourages the development and deployment of new and innovative anti-terrorism products and services by providing liability protections for both the sellers and the users.  Under Safety Act “Designation” CSC’s liability as a seller of QATT is capped at the amount of liability insurance that DHS requires the seller to maintain, and claims against SAFETY Act covered QATT provided by CSC can only be brought against the seller; making the user immune from liability.  Safety Act “Certification” allows CSC as a seller of Qualified Anti-Terrorism Technology to assert the Government Contractor Defense that immunizes sellers from liability for claims arising from acts of terrorism. Technologies that receive Certification are also placed on an Approved Products List for Homeland Security.  CSC is the first company to achieve both SAFETY Act Designation and Certification as a seller of both crowd management and event security services as set forth in its approved QATT.
